Old Launceston Road Footpath
At today’s (Tues 5 Feb 2008) meeting of the West Devon Borough Council Planning Committee the Wimpey application for 29 dwellings within Parcel A of the Manor Site was GRANTED.
Prior to the granting of that permission I was able to secure an additional condition to the granting of that application which reads as follows:
“The development shall not be commenced until such time as the footpath and roadside works adjacent to Old Launceston Road have been completed in accordance with details which shall first be approved in writing by the Local Planning Authority.”
I requested and it was agreed that the word ‘roadside’ be deleted and replaced with ‘hedge bank’.
A word of caution this condition, as can others, could be challenged by the applicant and removed on a successful appeal ruling. I am hopeful that the applicant will not go down this route so as to avoid any more adverse publicity on this issue.
Given that work on footpath and hedge bank have to be completed before work can be commenced with the building of the dwellings, it would be expected work on the footpath and hedge bank will quickly move forward.

Need to address the unacceptable state of the footpath and bank alongside the Wimpey site in the Old Launceston Road.
The
width of the footpath together with the ‘gravestones’ being used to support the
bank is totally unacceptable, a blight on the local landscape.
I set up a meeting with the Regional Development Director of Wimpey together with Council officers from the highways and planning authorities to secure a satisfactory resolution to this problem.
The outcome of that meeting was that Wimpey prepared a set of drawings for consideration based upon preliminary thoughts on how improvements to both the footpath and bank can be made. These drawings were reviewed and that took on board the comments of a small number of local residents so as to get a balanced input. At the present time we are awaiting Wimpey’s response and confirmation as to if and when this remedial work can start.
My intention at all stages of negotiation is to ensure that the Devon bank is protected and enhanced and that the footpath provides safe access in all the critical areas. I will continue to pursue this to ensure that the concerns of local residents are addressed and that this remains a major priority for all those involved.
